Re-Doing Panaca Curb and Gutter Grant

At the January 8 meeting of the newly reactivated Lincoln County Flood Control District a grant for a drainage project for the town of Panaca to help control flood water was mentioned. County Grant Administrator, Phyllis Robistow, said application was made to FEMA for pre-disaster mitigation grants requesting funds for constructing curb and gutter in Panaca.

She said FEMA denied the grant because, “They will not fund curb and gutter, which they see as being a capital improvement.” “What we need to do,” she added, “is get our engineers to resubmit the drainage study in such a way that it shows that the curb and gutter in Panaca is definitely for flood control. Then we can reapply.” However, Phyllis did not say when the reapplication process would start.
